Welcome!

I am Professor of Economics at the University of Münster and Deputy Head of Department of Public Finance and Corporate Taxation at ZEW - Leibniz Centre for European Economic  Research in Mannheim, Germany.  I specialize in public economics. 

My current research focuses on two directions: i. the political economy of the welfare states, and ii. the design of tax and transfer systems in low-capacity environments. Additionally i have policy interest in fiscal policy especially in the Eurozone countries.

I am board member of the Armenian Economic Association and of the Economic Policy Council of the Republic of Armenia, and an affiliate of CESifo Research Network.

According to RePEc, I ranked among the top 1% of young economists with 10 or fewer years of research activity (as of 2022);  currently top 6% in the general list of authors according to publications of last 10 years (as of June 2024).
